With the shortage of many well-known polymers, the modified asphalt market has been increasingly
renewing its interest in using crumb rubber derived from scrap tires to achieve heightened
performance from asphalt binders. With the many developing technologies, the opportunities have
never been greater but the market confusion and old challenges have posed many obstacles. This
presentation seeks to clarify this confusion, explore methods to overcome traditional challenges, and
provide the attendee with a knowledge base to communicate effectively with the road-building
industry.

Changes to Tire Construction:
The materials used to manufacture tires continue to evolve and change.  This presentation will
describe the changes to the materials used to manufacture tires, the materials that are likely to
be used in the future to manufacture tires and their possible impact on tire processing and
recycling markets.

Managing Tires in Rural Areas
States, counties and municipalities all face the common challenge of managing scrap tires in
rural area.  The challenge is due the relatively low rate of scrap tire generation and the
distances that have to be traveled to collect and transport these tires.  This presentation will
describe a series of management alternatives that can be instituted in rural areas to address
this situation.

TOPIC: Case Study - Use of State Grants to Develop a New Product: The California Experience
California's scrap tire markets are large and diverse, but are currently faced with both expansion
opportunities and threats that could influence the industry for many years. The California State
agency responsible for scrap tire management is CalRecycle, formerly know as the Integrated
Waste Management Board. CalRecycle operates one of the the longest running and best funded
tire market development programs in the nation. Over two decades, CalRecycle has built a
program that emphasizes grant funding in tandem with research, technical assistance, education,
and outreach activities. This presentation will summarize California market trends and CalRecycle's
current efforts to strategically adjust its program to further strengthen and expand tire recycling in
the state.

Evolution of the carbon markets and potential opportunities for the scrap tire industry:   In the
past year, the Presidential Executive Order 13514 and SEC guidance regarding the disclosure of
climate change risks for publicly traded companies, has increased the focus on carbon and GHG
emissions.  This presentation will include a general primer on carbon market drivers such as GHG
emissions, State and Federal legislation, Executive Order 13514, recycling and the SEC guidance
on climate change. In addition, the opportunities for the scrap tire industry to benefit from these
carbon market drivers will be identified.

TOPIC: The New ASTM Specifications for Playgrounds and Mulch and Industry Outlook

The presentation will provide an update on the ASTM specification for loose-fill playground
surfacing and the issue of surface heating.  The presentation will also provide a brief overview
of the playground surfacing market (e.g. major surfacing products used; cost, advantages/
disadvantages of each; market shares held by various products;  growth of each type and
overall market growth), emphasizing rubber products (tile, PIP and loose-fill) which have grown
to have the largest dollar share.

   “Crumb rubber is not only a product unto itself, but also the raw material for a wide range
    of manufactured products. From roof shingles to playground tiles that size, purity and
    characteristics of the crumb used in these products is critical to the manufacturer, but are
    Processors and Manufacturers speaking the same language when they talk about improving
    the product? What are the market opportunities and barriers to growing the amount of crumb
    used in the production of finished products? How does the price of crumb impact the decisions
    made by the manufacturers, and what markets hold the greatest promise for growth? Based
    on an international study Ontario Tire Stewardship (OTS) is working to peel back the layers of
    hearsay and dogma and identify where the markets should be going to develop an economically
    and environmentally sustainable market for crumb rubber in manufactured products. OTS
    Executive Director Andrew Horsman will share the organizations learnings to date, and what
    the next steps are for OTS in Ontario around this issue.”
