James Gilbert, Tire Recycling Market Development Specialist, Empire State Development, Rochester, NY. Mr. Gilbert is responsible for programming to implement the recycling market development provisions of NY’s Waste Tire Management Act of 2003. Jim currently serves as Chair of the Ground Rubber Subcommittee of the EPA’s Resource Conservation Challenge Tire Recycling Workgroup. He is a member of the Rubber Pavements Association, the Rubber Recycling Topical Group of the Rubber Division of the American Chemical Society, and is a panelist on the Synthetic Turf Council’s Crumb Rubber Task Force. Jim earned an MBA from St. Bonaventure University and a BA from the University of Rochester.
